Facility Security Officer

Job Summary:

This position requires Facility Security Officer (FSO), Contractor Program Security Officer (CPSO) and Insider Threat Program Senior Official (ITPSO) responsibilities.  The FSO will oversee the security program while maintaining compliance of government regulations as defined by 32 CFR Part 117, National Industrial Security Program Operating Manual (NISPOM), Department of Defense (DoD) Manual 5200.01 and DoD Manual 5205.07 Volumes 1-4.   The FSO works directly with Management, Information Technology and Security Department, Program Managers, cleared and uncleared personnel, and government agencies and customers.

Responsibilities:

  • Administer the security program for handling and safeguarding classified, Controlled Unclassified Information (CUI) and proprietary information
  • Interpret government regulations and implement security plan and procedures for compliance
  • Maintain compliance of Security Practice Procedures (SPP), Standard Operating Procedures (SOP), OPSEC Plan, Insider Threat Program Plan, and Technology Control Plan
  • Administer the Insider Threat Program
  • Conduct security briefings to include: initial, annual refresher, program specific, and foreign travel including debriefs
  • Develop and conduct trainings to include: initial, refresher security, insider threat, counterintelligence awareness, CUI and derivative classification, when required
  • Receive, prepare and submit reports to CSA to include: adverse information, suspicious contacts, and loss, compromise or suspected compromise
  • Maintain records in Defense Information System for Security (DISS) and National Industrial Security System (NISS)
  • Maintain all facility and personnel security records
  • Review and manage all DD254 and SGC to ensure compliance
  • Management of COMSEC related duties
  • Conduct formal self-inspections consistent with risk management principles
  • Investigate incidents and security violations, conducts inquiries and submits reports
  • Perform end of day security checks
  • Process incoming and outgoing visit requests
  • Enforce company graduated scale of disciplinary action following a security violation
  • Cooperate with Defense Counterintelligence and Security Agency (DCSA) and other Federal Agencies during official reviews and investigations
  • Prepare for and participate in the DCSA facility security review
  • Serve as principal contact for representatives of DCSA
  • Additional duties as assigned

Experience and Skills:

  • Minimum of five (5) years of industrial security experience
  • Must hold a current Top Secret clearance
  • Completion of FSO Program Management for Possessing Facilities course
  • Comprehensive knowledge of the National Industrial Security Program
  • Familiar with all aspects of 32 CFR Part 117, (NISPOM), DoD 5200.01, DoD 5205.07 Volumes 1-4, ICD 705 and NSA Manual 3-16
  • Knowledgeable in use of Defense Information System for Security (DISS), NISP Central Access Information Security System (NCAISS), and National Industrial Security System (NISS)
  • Familiar with COMSEC
  • Ability to interpret, develop and implement policy
  • Excellent communication skills; both oral and written
  • Decision making and reasoning skills
  • Proficient with Microsoft Office Suite

Preferred Experience and Skills:

  • Bachelor’s Degree
  • SPēD or ISP Certified
